The fact that Rene is barefoot also helps to highlight her magical abilities and every part of her life and how she lives. She has tattoos all over her body, including her legs. Tattoos also seem to be linked to her magical power, but this one is Clear So no one is going to explain it directly.
This artistic choice also makes her look like a weirdo, but it’s cool too. It tracks how she sees herself and how others see her. For example, at about the middle of the game, Rune and Siel have a conversation about how Sciel was trying to become Rune’s friend at the time, and Rune became a bit of a ghost. This is one of the few things I learned about Rune’s life before the events of Clearand her entire visual aesthetic fits with the feeling of being a little separate from others. Her tattooed legs are another part of that photo, summing up into another world and mystical person, but ultimately, just like the rest of the cast, they are just humans, and just like the rest of the cast, they turn out to be just as vulnerable and ignorant as others. It’s a cool choice and works well if you ask me.
