This means you could either protect your investment in a naval unit or you could again engage the low unit that killed it to kill it and end the fight. On top of that, Zero is a lovely gaming aircraft that should be the strength you will be considered in the sky.

It’s a bit less capable of happiness, but it comes with the extra bonus of access to more money and great help from the culture. As long as you can start a celebration by stacking happiness in the building, civilization will have access to a 30% cultural bonus. Created by building Catedral and Portal de Mercedes in the same district, the Zocalo district offers even more culture.
Soldaderas units can also be relatively tanky if they are in the correct formation and the units are healed with each other. If you are looking for culture and have plenty of access to happiness, Mexico is a major candidate for cultural victory.

A-Tier: Qing

The problem with Prussia is that it’s a small word. This is about throwing yourself into other civilizations and trying to overwhelm them. Reconciliation is required for the need for a strong military to meet scientific and cultural needs. Both are important in modern times, and even in a military sense if they can’t keep up with the rapidly evolving technology. Staatseisenbahn has been done so far only in terms of gold and production. Plus, you’ll be chewing more than you can bite here. It’s funny to make everyone mad. That is until all civilizations on the map declare war with you at the same time.

Layer B: Russia

Cossack and Katysha Rocket Launcher are interesting units. This means you can protect the advance civilization of science and culture you are building, but usually defensively and only against large military forces where splash damage is involved.

B-Tier: Siam
- That Farahab – Acquire independent diplomatic actions and become the supreme power of the city-state at a higher impact cost than independent friends. +30% production for the construction of doi suthep.
- Jang Bean – Siamese unique remote unit. Range strength and +1 movement are increased. You can move after attack.

Although not bad civilizations, these are often situational civilizations or civilizations that require a unique playstyle that may be best suited to more experienced players.

Mughals are not a bad civilization. With proper setup and circumstances, this civilization can be very strong. However, there are risks. + 75% gold from all sources is very powerful and can be the most abundant in the game. However, if you can’t alleviate -25% on all other yields, you can easily fumble. Science and culture are so important in this era that to maintain it, you need to make sure that the money you are investing in compensates for that penalty.
Elsewhere, other Mughal traits are fine, but they don’t pop out as essential to victory. On the right hand, the mughal can really do good, but for those who are not so sure, there are easier options.
